NIST PSCR Grant to Help Improve First Responder Communications During Emergencies
Holmdel, NJ - Spectronn, an innovative wireless startup company, has won a $650,000 National Institute of Standards and Technology (NIST) Public Safety Innovation Accelerator Grant to improve technology that will potentially help save lives. Brookline Massachusetts Police Department is the stakeholder partner in this project.

NIST PSCR Grant to Help Improve First Responder Communications During Emergencies
Holmdel, NJ - Spectronn, an innovative wireless startup company, has won a $650,000 National Institute of Standards and Technology (NIST) Public Safety Innovation Accelerator Grant to improve technology that will potentially help save lives. Brookline Massachusetts Police Department is the stakeholder partner in this project.
During major emergencies communication lines are often jammed by cell phone use and public safety organizations, such as police, need to compete with the general public to relay and receive important calls. Events such as hurricanes can knock down wireless base stations.
Spectronn’s software defined smart HetNet mobile edge computing technology helps first responders communicate with each other and access critical applications or services even if core infrastructure such as 4G cellular or FirstNet wireless base stations are severely degraded. It will provide resilient and ultra-low latency connectivity by bringing the mobile cloud infrastructure, applications and services closer to the end consumer, such as police cars, by integrating patent pending artificial intelligence (AI) driven algorithms with software defined wireless networking.
“We realized the need for technology like this after severe disruptions to mobile communications caused by the Boston Marathon bombing and hurricane Sandy. Often during these critical situations, first responders were not able to receive vital information because there was just too much traffic on the networks or the cellular base stations were damaged,” says Spectronn Co-Founder and CEO, R. Chandramouli.
The NIST PSCR innovation grant will support cutting-edge technology development with key inputs from the Brookline Massachusetts Police Department. The Brookline PD will also provide a realistic test and technology demonstration environment.
“This system has multiple benefits, it address many different problems that public safety officers face for critical data connectivity in the real world environment. Regardless of what type of data or radio coverage you have, there are always holes in that coverage, that is real world, and those locations always turn out to be an issue. Smart wireless edge computing units deployed on the streets will provide officer(s) the ability to access critical data when a connection is dropped or not possible. At the very least, this technology is an insurance policy that the first responders will always have what they need, regardless of the data connectivity,” says Scott Wilder of the Brookline PD.
“This grant allows us to be even more mobile with the technology we’ve created,” says Chandramouli. “Think of the potential, ultra low latency and resilience provided to life saving mobile applications by our mobile cloud computing nodes deployed across police cars, street light poles, police stations, etc., rather than being co-located in remote data centers. First responders can take their mobile network and cloud, wherever they go.”
The grant funds two years of testing and research and development. What Spectronn discovers through the test phase with the Brookline Police Department will help inform future U.S. and global organizations to better streamline public safety communication overall.
